Committees

CAPG committees are a great way to get involved and make connections. Effective committee participation brings together member viewpoints which might not otherwise be heard. As a committee member, you can help the Board create value for our members and achieve the Association’s strategic goals and directions in a tangible and measurable way.

Executive Committee

Executive Committee:

The Executive Committee is comprised of the Officers of the Corporation and shall have the power to fix its quorum at not less than a majority of its members but not fewer than three, and may have such
powers as the Board may delegate to it, subject to any restrictions imposed from time to time by the Board and the Act. (Article 5.10 CAPG By-laws)

Purpose:

The Executive Committee will take on the responsibility and authority, for CAPG internal governance issues, finance and audit, nominations, resolutions and other special projects as required. The Executive
Committee is also responsible for overseeing and conducting annual performance evaluations of the
Executive Director.

Composition:

The Executive Committee shall consist of the President, Vice-President, Secretary and Treasurer. The Executive Director, is an ex-officio member of the Executive Committee.

Duties & Responsibilities:

Subject to the powers and duties of the Board, the Executive Committee shall:

– Focus on governance that will enhance the organization’s performance

– Assess and make recommendations regarding board effectiveness and board member development

– Lead process for board member election/appointment criteria/orientation

– Oversee all material aspects of financial reporting and the audit of the annual financial statements

– Strike an annual nominations committee to oversee, receive and process board nominations and elections

– Provide resolutions to the board of directors in response to positions submitted from the membership for advocacy

– Conduct an annual performance evaluation of the Executive Director

– Oversee and engage on a regular basis with the Executive Director on all aspects of the work of the CAPG to ensure strategic priorities are being met

Accountability:

– The Committee shall review the terms of reference annually and make recommendations to the Board as required

– The Committee shall keep a record of its meetings and the Chair will provide oral/written reports to the Board, or other reports to the Board as requested, on governance matters relative to the Board and CAPG

Authority:

The Committee has no authority to bind the Board or the CAPG without the knowledge and support of the Board of Directors.

 

 

 

Advocacy & Partnerships Committee

Purpose

The Advocacy & Partnerships Committee is to provide oversight and direction for CAPG’s role as an advocate for our members on issues of police governance with the provincial police board associations, provincial governments and as a national advocate on issues of police governance.

Composition and Operations

The Committee shall be composed of at least two members or more appointed by the Board, with one member designated as Chair. The Committee shall meet at least four times each year or at the call of the
Chair. The Committee may invite other board members and members of the CAPG to attend meetings and assist in the discussion and consideration of the business of the Committee.

Duties and Responsibilities

Subject to the powers and duties of the Board, the Committee shall:


– Establish strategic direction to CAPG staff for activities and initiatives that ensure active engagement of existing and potential CAPG members


– Provide strategic advice to the CAPG Board of Directors on issues related to member relations and engagement


– Establish strategic direction for CAPG advocacy at the provincial and national level throughout the year


– Monitor federal and provincial government policy and direction on issues affecting police governance


– Provide direction for effective lobby activities for CAPG staff and Board of Directors


– Identify and build relationships with federal and provincial partners on issues affecting police governance

    Accountability

    – The Committee shall ensure their strategy is conducted through a “Police Governance Lens”


    – The Committee shall review the terms of reference annually and make recommendations to the Board as required


    – The Committee shall keep a record of its meetings and the Chair will provide oral/written reports to the Board, or other reports to the Board as requested, on governance matters relative to the Board and CAPG

    Finance Committee

    Purpose:

    The Revenue Generating Committee’s purpose is to identify and secure additional sources of revenue through accessing grants, sponsorships, foundations and any other opportunities that might arise.

     

    Duties & Responsibilities:

    Subject to the powers and duties of the Board, the Committee shall:


    – Establish revenue targets with CAPG staff for Board approval 


    – Establish an annual plan for CAPG that includes researching of granting agencies, foundations, sponsors, tradeshows, etc that align with the mission and vision of the CAPG


    – Identify and build relationships with potential sponsors and partners

     

    Authority:

    The Committee has no authority to bind the Board or the CAPG without the knowledge and support of the Board of Directors.

    The Committee shall be composed of at least two members or more appointed by the Board, with one member designated as Chair. The Committee shall meet at least four times each year or at the call of the
    Chair. The Committee may invite other board members and members of the CAPG to attend meetings and assist in the discussion and consideration of the business of the Committee.

    First Nations Police Governance Council

    Purpose:

    The purpose of the CAPG First Nations Governance Council (“the Council”) is to provide a focus on First Nations governance issues on a national level. The Council shall provide a forum for all First Nations Governance Boards to provide input and access resource information on First Nations Governance models and practices. The Council shall also act as an advocate in areas on First Nations Governance requirements.

    Composition and Operations:

    – The Council shall be composed of at least two members or more appointed by the CAPG Board, with one member designated as Chair.

    – The Council shall operate in a manner consistent with provisions of the CAPG

    – The Council shall meet at least six times each year or at the call of the chair, or by agreement of the Council.

    – The Council may invite such Board Members, outside parties, and CAPG employees as may be deemed appropriate to attend meetings and assist in the discussion and consideration of the
    business of the Council.

    Duties and Responsibilities:

    – Develop a national representation under the CAPG umbrella of First Nations Governance Boards.

    – Engage with Federal and Provincial Public Safety representatives bringing forward First Nations Governance and Policing challenges and solutions.

    – Solicit active participation of other First Nation Governance Boards.

    – Develop Position papers in areas relative to First Nation Governance Boards.

    – Provide research material and Governance models through the CAPG website.

    – Provide a forum at the annual CAPG conference specific to First Nations Governance

    – Implement an appropriate annual evaluation process for the Council.

    – At the request of the CAPG Board, undertake such other governance initiatives as may be necessary or desirable to contribute to the success of the CAPG.

    Accountability:

    – The Council shall ensure their strategy is conducted through a “First Nations Police Governance Lens”

    – The Council shall review the terms of reference annually, and make recommendations to the Board
    as required.

    – The Council shall keep a record of its meetings and the Chair will provide oral reports to the CAPG Board of Directors, or other reports to the Board as requested, on First Nations Governance matters.

    Authority:

    The Committee has no authority to bind the board or the Canadian Association of Police
    Governance.

    Centre of Excellence Committee

    Purpose:

    The Centre of Excellence Committee is created to provide CAPG members with resources that will support members as they govern local municipal oversight boards and commissions. It is an ongoing
    journey to understand and share best practices, innovation, training and any additional requirements identified by members. Committee members have the CAPG strategic planning session held in June 2022 along with other relevant material (Blue Paper, Table Work from 2022 Conference) to direct efforts
    to arrive at a shared understanding and a community of practice that links directly to our mission and vision.

    The Centre of Excellence Committee will be guided by the principles that all member services including the delivery of all CAPG products, programs, summits and conferences are designed to create value and deliver benefits for the CAPG membership. Ultimately, the promise is to build a shared understanding of the definition and role of governance, core competencies required by members of boards and commissions and build external partnerships with organizations that align with our goals.

    Composition and Operations:

    The Committee shall be composed of at least two members or more appointed by the Board, with one member designated as Chair. The Committee shall meet at least four times each year or at the call of the
    Chair. The Committee may invite other board members, members of the CAPG or civilian experts in police governance to attend meetings and assist in the discussion and consideration of the business of the Committee. The Committee may form sub committees to support the coordination and or assist in planning of products, programs, summits and conferences.

    Duties and Responsibilities:

    Subject to the powers and duties of the Board, the Committee shall:

    – Design the concept of the Centre of Excellence

    – Develop the phases for adoption of the goals as outlined in the Strategic Plan (short term, medium term, long term)

    – Recruit additional committee members as required

    Accountability

    – The Committee shall ensure their strategy is conducted through a “Police Governance Lens”

    – The Committee shall review the terms of reference quarterly and make recommendations to the Board as required

    – The Committee shall keep a record of its meetings and the Chair will provide oral/written reports to the Board, or other reports to the Board as requested, on governance matters relative to the Board and CAPG

    Authority:

    The Committee has no authority to bind the Board or the CAPG without the knowledge and support of the Board of Directors.

    Conference Committee

    Purpose

    The purpose of the CAPG Conference Committee (“the Committee”) is to convene members to knowledge share and build common perspectives on civilian governance.

    Composition and Operations

    • The Committee shall be composed of at least two members or more appointed by the Board, with one member designated as Chair.
    • The Committee shall operate in a manner consistent with provisions of the CAPG Board Orientation Handbook and Resource Package.
    • The Committee shall meet at least four times each year or at the call of the chair, or by agreement of the Committee.
    • The Committee may invite such Board Members, outside parties, and CAPG employees as may be deemed appropriate to attend meetings and assist in the discussion and consideration of the business of the Committee.

    Duties and Responsibilities

    Subject to the powers and duties of the Board, the Committee shall annually:

    • Review requests for proposals
    • Review and approve conference site selection
    • Review and approve conference themes
    • Review and approve conference budget
    • Review and approve sponsorships/partnerships
    • Review and approve Conference Report
    • Review final accounting of Conference
    • Review evaluations
    • Make recommendations

    Accountability

    • The Committee shall review the terms of reference for the Committee annually, and make recommendations to the Board as required.
    • The Committee shall keep a record of its meetings and the Chair will provide oral reports to the Board, or other reports to the Board as requested, on CAPG annual conference matters relative to the Board and CAPG.
