From budgets, to strategic planning, to the health and wellness of police members including senior leadership – join us on March 26 as we discuss how the board/chief relationship is an important part of police governance and public safety.

Chief Mike Young – Kennebecasis Regional Police Force
Chief Mike Young joined the Kennebecasis Regional Police Force serving the Towns of Rothesay and Quispamsis in 2025, following a distinguished career with the Saint John Police Force. He brings 27 years of policing experience, having served in a wide range of leadership and supervisory roles.

Throughout his career, Chief Young has held several senior positions,
including Acting Deputy Chief, Inspector Patrol Services Division and
Inspector of the Criminal Investigations Division, where he oversaw major
crime, street crime, family protection, and forensic identification units. His
professional background also includes roles as Staff Sergeant, Critical Incident Commander, Tactical Commander of Emergency Tactical Services, and served on a United Nations Peacekeeping Mission in Haiti. Chief Young holds a Police Leadership and Management Certificate from Dalhousie University and has completed numerous specialized training programs, including Critical Incident Management. He is nearing completion of a Bachelor of Policing degree from Charles Sturt University.

In recognition of his service, Chief Young has received several awards, including the Queen Elizabeth II Platinum Jubilee Medal for his contributions during the pandemic, as well as commendations from the Saint John Police Commission. He is actively engaged in professional associations and committees, serving on the Research Advisory Committee of the Canadian Association of Chiefs of Police and as Co-Chair of the New Brunswick Research Advisory Committee for the New Brunswick Association of Chiefs of Police.

Chief Young has collaborated on research initiatives related to policing practices and has contributed to academic publications and conference presentations on topics such as police response to mental health calls, implementation of body-worn cameras and integrating evidence-based practices for shaping the future of oversight and accountability.

Kevin Darling – Treasurer – Chair – Kennebecasis Regional Police Board of Commissioners

Kevin Darling, is currently Chair of the Kennebecasis Regional Joint Board of Police Commissioners that serves the Towns of Quispamsis and Rothesay. He was appointed by the Province of New Brunswick as the Provincial Representative to the Board in 2020. Kevin retired from a 42-year career with RBC in late 2019, during his tenure he worked in 17 different communities across Canada and the Caribbean. Retiring as the Vice President Commercial Banking Northern Caribbean in Nassau Bahamas. During his career he was viewed as an industry leader in commercial finance, strategic planning, sales management, and government finance.

Throughout his career he was deeply involved as a community volunteer and Board member for many organizations in the communities where he lives. In 2019 he moved to Quispamsis where his family has been deeply rooted in the community for over 200 years, he established his own private consulting business that works with companies on growth strategies, corporate planning, financing structures, succession planning, change management and governance. In addition to working directly with his clients, Kevin is also a member of a number of corporate and advisory boards. Kevin has continued his community involvement not only through his role with the KRPF Board but also with not for profit and charitable organizations in New Brunswick and Ontario. He and his spouse have been intimately involved in animal welfare for a number of years. Given his background and experience he is regularly called on as a conference speaker in the areas of strategic planning, change management and financial management.

Lisa Darling – Executive Director – Ontario Association of Police Service Boards

Lisa is currently in her 30th year of working in the policing sector. She joined the OAPSB in the position of Executive Director in May of 2022. Since that time the organization has experienced significant growth.

As Executive Director, Lisa is responsible for implementing the strategic plan – steering the organization and managing the day-to-day operation. Lisa brought to this position a wealth of knowledge, skills, and proven strategic leadership experience from her near 27 years of exemplary service with the Ontario Provincial Police (OPP).

During her last 10 years with the OPP, she held uniform executive leadership roles, with extensive experience leading and working in diverse collaborative teams. Prior to her position as Superintendent, West Region – Field Operations Command, Lisa was Commander of the Northumberland and Peterborough County Detachments. She also managed the Corporate Communications Bureau and the Project Management Office.

In the fall of 2019, Lisa joined the OPP Healthy Workplace Team (HWT) on a temporary assignment as a Deputy Director of the Equity and Inclusion portfolio. Lisa is passionate about building healthy, respectful, and inclusive workplaces; She is one of the original members and Co-Chair of “Advancing WE in Policing” (AWIP-ON), “a collective voice on cultivating psychological safety, equity and belonging in Ontario policing”. Lisa is a graduate of Wilfrid Laurier University, a graduate of the Executive Development in Policing Program from the Canadian Police College, and a Member of the Order of Merit of the Police Forces.
