Police Boards are operating in an increasingly complex environment, heightened public scrutiny, political pressure, and rising expectations around accountability and transparency. When issues surface within a police service, Boards are often expected to respond quickly and decisively. What receives far less attention is the condition of the Board itself. This session deliberately turns the lens inward. It focuses on how trust, culture, and discipline at the Board table shape a Board’s ability to provide effective oversight. Drawing on MNP’s practical experience working with Police Boards, the session will explore why Boards need to get their own house in order, internally, before they can credibly assess or influence culture within the police service. By the end of the session, board members should better understand how their own culture affects their oversight role and appreciate why internal board culture is foundational to effective police oversight.

Chad Lins, MBA, CPA, CMA, BSA – Regional Managing Partner, Prairies Consulting

Chad Lins is a Partner in MNP’s Consulting group in Winnipeg and leads MNP’s Community Safety and Well-Being consulting practice. Chad’s team has performed consulting engagements with large and small municipal police services, First Nation policing services, provincial police organizations and the RCMP. He has also worked extensively with municipalities and contract partners of the police to review and redesign organizations with a focus on effectiveness and efficiency. MNP’s Community Safety and Well-being practice also includes work with fire and emergency medical responders as well as broader organizations and systems related to marginalized and vulnerable populations that are perceived to and are important to the overarching perception of community safety.

 

Leanne Douglas, CCMP, MCMP – Senior Director, Change Enablement

Leanne Douglas has been leading culture and organizational change for over 25 years. She currently leads MNP’s change management team, and throughout her career, has assisted over 70 organizations, many in the public safety sector, to improve the effectiveness of their workforce through leadership coaching, change facilitation and strategic culture shifts. Leanne holds a Master of Arts degree from Concordia University specialized in organizational development and culture. Leanne was one of the first 35 people worldwide to hold both global change designations, Certified Change Management Professional and Master Change Management Professional. Leanne believes passionately in the importance of paying attention to an organization’s health and fostering strong and agile workforces in ways that give staff and leaders a voice in times of change.
