In January the the UK Government launched a White Paper on Police Reform that outlines significant changes including:

  • Restructuring police governance
  • Implementing “License to Practice” for police officers
  • Adopting new technologies such as AI and facial recognition
  • New accountability and standards for police leadership
As our policing is based upon the UK’s Peelian police model, could Canada follow a similar approach? Phil Golding – Chief Executive – Association of Police and Crime Commissioners 
Phil Golding was appointed as CEO at the APCC in October 2022. Before that, he held a number of roles in the Ministry of Justice, including Head of the Senior Presiding Judge’s Office, Head of Crime for the South West, Courts’ Manager for Avon, Somerset and Gloucestershire and, in his last role, CEO of the Law Commission. He also sat as a magistrate in Kent until taking up the APCC role.
Simon Dennis leads for the Association of Police & Crime Commissioners (APCC) on the Joint Police Reform Team based in the UK Home Office. He is Strategic Advisor, Police Landscape Reform & Devolution at the APCC.

A solicitor by profession, Simon has over 22 years of public service in senior leadership and advisory roles, specialising in police governance and regulation. He has extensive experience as a local policing body leader, having served as Chief Executive & Monitoring Officer to the Police, Fire & Crime Commissioner in North Yorkshire (and the equivalent role in the Mayoralty that succeeded the PFCC) and to Cleveland’s Police and Crime Commissioner.

Simon’s early career was as a lawyer in legal aid and civil liberties, moving to local government in 2003. In 2004 Simon established the first ever in-house legal services function for North Yorkshire Police, acting as strategic legal advisor to Chief Constables for over ten years.
